Corporate thematic evaluation of UN Women’s contribution to governance and national planning
UN Women has long experience in governance and national planning (GNP)—an area of work that has contributed to UN Women’s identity and for which it is recognized and valued.
UN Women’s approach to integrating gender equality in GNP entails establishing gender-responsive capacities, systems, and resources for governments to plan, budget, and monitor the functions of public institutions.
The Independent Evaluation Service of the Independent Evaluation and Audit Services of UN Women undertook a corporate evaluation of UN Women’s governance and national planning portfolio from 2011 to 2017 as part of its corporate evaluation plan. The evaluation assessed the relevance, effectiveness, efficiency, and extent to which human rights approach and gender equality principles were integrated adequately in UN Women’s approach to governance and national planning across its integrated mandate at country, regional, and global levels. The evaluation also assessed the specific contribution of UN Women to ensure that national HIV/AIDS plans, budgets, and monitoring frameworks are gender-responsive.
The evaluation puts forward 22 findings, 10 conclusions, and 10 recommendations, setting a pathway for UN Women to build on the achievements to date, address the challenges faced, and maximize the opportunities currently presented to further advance gender-responsive GNP, including in the area of HIV/AIDS.
