In 2021, the Independent Evaluation Service condcuted the corporate evaluation on UN Women’s policy advaocy work. The evaluation team assessed the relevance, effectiveness, efficiency, and coherence of UN Women’s policy advocacy work to deliver high-impact and transformative results in line with the UN Women Strategic Plan 2018–2021. Findings from this evaluation are expected to contribute to strategic decision-making, organizational learning and accountability, and implementation of the UN Women Strategic Plan 2022–2025.

This report summarizes the Global Annual Gender Focal Point Meeting held on 18–20 October 2021. UN Women partnered with the Inter-Parliamentary Union to prepare a handbook on gender-responsive law-making. This handbook aims to serve as a resource for lawmakers from around the world for designing gender-responsive laws. Such law-making should address the strategic needs of women and girls and must encompass enacting new laws and amending or repealing laws which are outdated, inconsistent with constitutions, or discriminate against them.

The impact of gender inequality on the HIV response efforts is widely acknowledged, yet, efforts to rectify this are lagging. This paper argues for investing in free universal high quality childcare services in order to reduce gender inequality in earnings and employment. It estimates the employment-generating and fiscal effects of investing in free universal childcare in Côte d'Ivoire, Nigeria, Rwanda, Senegal, and the United Republic of Tanzania. The study estimates the total costs of investing in childcare services to increase the enrollment (coverage) rate for children in formal childcare services to different target levels.

UN Women continues to argue that it is important to ensure that adopted economic stimulus and recovery package are gender-responsive. Packages must be implemented in a way that does not disproportionally and negatively impact women and girls. Policies adopted in response to the COVID-19 crisis must identify areas that macro-level policies can effectively target to address gendered impacts of the crisis. This policy tool is specifically designed to achieve this.

Under the framework of the UN Joint Global Programme on Essential Services, UN Women, together with UNODC and the IAWP, have developed a handbook on gender-responsive police services for women and girls subject to violence. The handbook is based on and complements existing global and country-specific handbooks and training materials for law enforcement and covers areas such as gender-responsive police investigations, prevention, intersectionality and institutional change.
