This brief focuses on providing legal recommendations for the formulation and implementation of gender-responsive migration, labour, and trafficking laws. After summarizing some background information, the brief provides general recommendations for governments and related agencies. It further gives more detailed suggestions for countries of origin, transit and destination.
This publication seeks to contribute to the level of harmonization between national policies and international standards of human rights of women migrant workers and to improve the accountability of States Parties in their compliance with international conventions. It is also an instrument for the preparation of reports on Mexico's commitments in 2016 for the CEDAW (Convention on the Elimination of All Forms of Racial Discrimination against Women) and CMW (Convention on the Protection of the Rights of All Migrant Workers and Members of their Families) committees.
To promote and protect the rights of migrant workers, as well as develop legal frameworks that are in line with international standards on human rights, this guide seeks to be an input to formulate and implement migration laws in Mexico from a gender perspective.
A gender perspective is essential to understanding both the causes and consequences of international migration. Female migrants are increasingly part of worker flows, moving on their own to become the principal wage-earners for their families. Most women move voluntarily, but women and girls are also part of the flows of forced migrants who have fled conflict, persecution, environmental degradation, natural disasters and other situations that affect their habitat, livelihood and security. The trafficking of people for prostitution and forced labour is an area of increasing concern to the international community. This Survey sets out recommendations to improve the situation of migrant, refugee and trafficked women.
