The participation of women in decision-making in peace processes is one of the pillars of UN Security Council resolution 1325. The Philippines has seen robust women’s participation in the peace negotiations between the Philippine Government and the Moro Islamic Liberation Front (MILF). In 2014, the parties signed a comprehensive peace agreement1 after 17 years of negotiations. The peace agreement was hailed for its strong provisions on women’s rights as well as for women’s political, social and economic participation.

The promises and visions articulated in United Nations Security Council Resolution 1325 and subsequent UN resolutions and position papers that recognize the connection between gender equity and women’s participation in all aspects of peace processes and peacebuilding on the one hand, and international peace and security on the other, have not been fulfilled. Nonetheless, these resolutions have opened the way for advocacy that has had some successes in specific contexts. Colombia offers one such case.

From 2012 to 2013, the UN Women Independent Evaluation Office undertook the thematic evaluation of UN Women contribution to increasing women’s leadership and participation in peace and security and humanitarian response. The thematic evaluation assessed what was the contribution of UN Women and its predecessor entities in this area. The objectives of the evaluation were to capture key results and lessons learned that would inform the future programmatic planning of UN Women in women, peace and security.
