This meta-synthesis reviewed and aggregated insights from 39 evaluation reports completed during 2017 and 2018 against selected development and organizational effectiveness and efficiency criteria. The purpose of the report is to contribute to organizational learning and effective knowledge management through the identification of recurring findings, lessons learned, and evidence on the key areas of work of UN Women.

Governance and national planning (GNP) is an area of work that has contributed to UN Women’s identity and for which it is recognized and valued. The evaluation of UN Women's GNP portfolio from 2011 to 2017 assessed the relevance, effectiveness, efficiency, and extent to which human rights approach and gender equality principles were integrated adequately in UN Women’s approach to GNP.

The purpose of the corporate evaluation was to assess UN Women’s contribution from 2011 to 2017 towards women’s ability to “lead and participate in decision-making at all levels”, and to provide evidence from past practice to inform its future strategic planning and implementation in this area. It analysed UN Women’s contribution across its integrated mandate at the global, regional, and country levels against four criteria: relevance, effectiveness, efficiency, and sustainability.

In 2015–2016, the UN Women Independent Evaluation Office undertook a corporate evaluation of UN Women’s strategic partnerships for gender equality and women’s empowerment. The evaluation is intended to enhance UN Women’s approach to strategic partnerships with the aim of ensuring that gender equality is reached by 2030. It was also expected to contribute to an understanding of how UN Women’s strategic partnerships can facilitate a strong position for gender equality and women’s empowerment within the current global development context and the 2030 Agenda for Sustainable Development.

This meta-analysis aggregated and synthesized information generated from 49 evaluations and transformed this evidence into accessible knowledge for future systematic strengthening of programming, organizational effectiveness and the evaluation function. The findings will also be used to inform the new Strategic Plan of UN Women (2018–2022) and contribute to better understanding of the context in which ongoing and new initiatives will be implemented.

The evaluation covers all aspects of the UN coordination role and the articulation with the other dimensions of the mandate to support normative and operational work on GEEW at the global, regional and country levels.

Enacting an organizational cultural shift that enables the meaningful representation of women is predicated on effective leadership. The Expert Group Meeting (EGM) formulated strategic recommendations on advancing the equal representation of women in the UN system specifically through the lens of leadership and organizational culture.

In 2014, the Inspection and Evaluation Division of the Office of Internal Oversight Services undertook an evaluation of UN Women’s normative work. The objective of the evaluation was to determine, as systematically and objectively as possible, the relevance and effectiveness of UN Women in achieving its mandate in support of gender equality through normative support work and its link with operational activities.

This analysis constitutes the second synthesis of UN Women–commissioned evaluations since the adoption of the current Strategic Plan (2014–2017). The focus of this report is learning. Evidence from a total of 21 evaluation reports completed in 2014 from across the UN Women regions and HQ was included in the analysis, representing at least 51 countries (some reports were multi-country, regional, or corporate). Additional corroborating lessons were included from 23 evaluations completed in 2013.

UN Women, in partnership with the United Nations Evaluation Group, EvalPartners, EvalGender+ and International Organization for Cooperation in Evaluation, commissioned a review of the policies, systems and practices in place to promote gender-responsive evaluation. This review takes stock of existing gender-responsive evaluation systems within the United Nations and Member States and provides information on the opportunities to strengthen these systems in the future, individually and collectively.
