Feminist collaborative evaluation of UN Women’s approach to social norms change

This is a comprehensive evaluation that consolidates key findings from multiple sources of evidence collected across diverse regions and contexts. The report provides an in-depth overview of UN Women’s approach to social norms change, emphasizing the importance of addressing and shifting the social norms that underpin gender-based inequality.

As a feminist collaborative evaluation, the perspectives and experiences of women and marginalized groups were prioritized throughout the evaluation process. The report highlights the importance of participatory approaches and empowerment of rights holders engaged through UN Women’s efforts by listening to their stories and undertaking collective analysis of who holds power to change harmful social norms within their communities and from an institutional lens.

The findings of this report are crucial for advancing UN Women’s vision as outlined in various international frameworks, including the Sustainable Development Goals (SDGs) and UN Women’s Strategic Plan 2022–2025. By providing a comprehensive overview of social norms change, this report aims to move this fundamental area of work forward from an organizational perspective.
