UN Secretary-General’s High-Level Panel on Women’s Economic Empowerment – Reports and toolkits

The UN Secretary-General’s High-Level Panel on Women’s Economic Empowerment, established by the United Nations Secretary-General in 2016, brought together leaders from different constituencies to launch a shared global agenda to accelerate women’s economic empowerment in support of implementing the 2030 Agenda for Sustainable Development.

The High-Level Panel produced two reports as well as toolkits for each of the seven drivers of change.


First report: A call to action for gender equality and women’s economic empowerment
A rigorous examination of the case for women’s economic empowerment, its timeliness and the current landscape. It identifies seven drivers and four areas of work and puts out the Panel’s first call to action.

Second report: Taking action for transformational change on women’s economic empowerment (pdfepub)
A deeper dive into the seven drivers, with practical recommendations for each, that advocates creating an enabling environment to accelerate the impact of the seven drivers.


Compendia of resources, case studies and good practices for each driver to facilitate implementation of the practical recommendations in the second report. Each toolkit is accompanied by a working group paper with specific recommendations for transformational change.
