Declaración: Carta abierta a los Estados Miembros de la Asamblea General de la ONU en nombre de los principales del IASC

En este Día Mundial de la Asistencia Humanitaria, nuestro personal y voluntarios alrededor del mundo se unirán en solidaridad para destacar el horrendo impacto de los conflictos armados sobre sus colegas y sobre todos los civiles, en particular los niños.
Las brutales hostilidades que estamos presenciando en múltiples conflictos alrededor del mundo han revelado una verdad terrible: estamos viviendo en una era de impunidad. Los ataques que matan o hieren a civiles, incluyendo al personal humanitario y sanitario, son devastadoramente comunes. Sin embargo, a pesar de la condena generalizada, las violaciones graves de las normas de la guerra a menudo quedan impunes.
Este statu quo es vergonzoso y no puede continuar.
En 2023, decenas de miles de civiles fueron asesinados o heridos en conflictos armados, con un aumento del doble en las fatalidades entre los trabajadores humanitarios en comparación con el año anterior.
El impacto en 2024 —la cantidad de muertes, heridas, detenciones y secuestros— ya es asombroso. La gran mayoría de los ataques registrados contra trabajadores humanitarios son perpetrados contra personal nacional. Las organizaciones dirigidas por mujeres y el personal humanitario femenino enfrentan riesgos únicos y a menudo aumentados, simplemente por ser mujeres. El impacto en la salud mental de los civiles y los trabajadores humanitarios ha alcanzado niveles sin precedentes.
Y, sin embargo, las partes en conflicto continúan violando las leyes destinadas a proteger a los civiles, incluidos los trabajadores humanitarios, y los objetos civiles.
Este año, en el Día Mundial de la Asistencia Humanitaria, hacemos un llamado a todos los Estados, a las partes en conflicto armado y a la comunidad internacional en general para que:
- Pongan fin a los ataques contra civiles y tomen medidas activas para protegerlos, así como la infraestructura civil crítica de la que dependen.
- Protejan a todos los trabajadores humanitarios, incluidos los actores locales y nacionales, así como sus instalaciones y bienes, y faciliten su labor, tal como lo solicita la resolución 2730 del Consejo de Seguridad de la ONU adoptada en mayo de este año.
- Exijan que los responsables rindan cuentas. Aquellos que cometan violaciones del Derecho Internacional Humanitario (DIH) no pueden quedar impunes.
No deberíamos tener que esperar a un momento anual como el Día Mundial de la Asistencia Humanitaria para recordar a todas las partes en conflicto armado, y a todos los Estados, sus obligaciones bajo el DIH. El cumplimiento del DIH debe ocurrir todos los días, independientemente de la ocasión. Es innegociable y no está sujeto a excepciones.
Es vital que todas las partes en conflicto armado y todos los Estados cumplan con sus obligaciones y utilicen su influencia para garantizar el respeto a las normas de la guerra y minimizar el sufrimiento humano.
Cumplir con estas obligaciones requiere más que meras declaraciones: demanda acciones inmediatas y decisivas. Hacer la vista gorda cuando los trabajadores humanitarios son atacados solo envalentona a aquellos que buscan obstaculizar su labor. Esto solo sirve para aumentar la inseguridad alimentaria, la desnutrición infantil, el desplazamiento involuntario y la propagación de enfermedades infecciosas y otras amenazas. Los efectos inmediatos de estas acciones no se limitarán solo a las áreas de conflicto, sino que a menudo se extienden mucho más allá.
Continuaremos presentes y entregando asistencia en crisis humanitarias alrededor del mundo, pero la situación requiere que tomemos una postura unida para exigir la protección de nuestro personal, voluntarios y los civiles a quienes servimos.
