Governance of the Evaluation Function at UN Women

Evaluation Policy

The evaluation policy governs the independent evaluation function of UN Women and applies to all initiatives supported and funds administered by the organization. It is aligned with the norms and standards of the United Nations Evaluation Group (UNEG), but is tailored specifically to the unique mandate and role of UN Women to conduct evaluations responsive to gender equality and women’s rights and to support coordination, coherence and accountability with respect to gender equality and the empowerment of women in the United Nations system.

Evaluation Advisory Committee

To further ensure the independence and quality of the evaluation function and promote the use of all UN Women evaluations, the Evaluation Advisory Committee was established in December 2013 as an advisory forum for the Executive Director and the Independent Evaluation Office. The committee provides advice to both on the overall evaluation function and policy. In particular, it provides external and internal perspectives on how to best implement the four main areas of work of the UN Women Evaluation function. (See the Terms of Reference.)

The Evaluation Advisory Committee is composed of external independent evaluators from different geographical areas and institutional backgrounds; senior evaluation experts from sister UN agencies and Bretton Woods institutions; and UN Women senior management at HQ and regional levels. The Executive Director appoints the members of the committee for a period of two years. After this period, membership rotates.

Executive Board Sessions on Evaluation

The Annual Report on the Evaluation Function is presented annually to the UN Women Executive Board through its Annual Session. Corporate Evaluations and respective management responses are presented to the Board through its regular sessions.
